A search for 'V.K.C.', 'QUALITY', 'KAKOS', 'VARBEDIAN', 'CHRISTODOULOU' produced no matches with the developer's known legal entities; the only lines containing the word 'Quality' relate to similarly named but unrelated companies (A.C. Quality Constructions Ltd and V. Nikolaou Quality Constructions in the Nicosia-Οικοδομικά list; G.S. Quality Constructions Ltd and Qualitycrete Limited in the Limassol-Οικοδομικά list). Since the developer itself has no license, a specific third-party general contractor was found and confirmed by independent sources: Quality Group's flagship project 'Radisson Beach Resort Larnaca' was built by N. Psaras Constructions Co Ltd (architectural concept by FLUID Architecture), confirmed by the award page livawards.com and the profile catalog thecyprus.net. This corresponds to the 15-point tier — 'a named third-party general contractor, independently disclosed and confirmed by sources'.

In all four known legal entities (V.K.C.A. Quality Limited HE128205, V.K.C. Quality Estates Limited HE135229, V.K.C. Quality Management Services Limited HE146384, Savvas Kakos & Associates Limited HE149442), the same triumvirate of real individuals is registered in the registry — Savvas Kakos, Markos Christodoulou, and Haig A. Varbedian — with no nominee/corporate directors identified. Savvas Kakos is publicly presented by the company itself as founder, president, and CEO of Quality Group (the company's own press releases on qualitygroupcyprus.com, a Crunchbase profile, Cyprus Mail court reporting), which gives grounds to award real_directors the maximum — 10 points, although the two other co-directors (Christodoulou and Varbedian) are not named at all on the company's own website — Christodoulou was found only via a third-party biographical profile from an industry conference, not via the company's own materials. Neither on Quality Group's own pages for current projects (QN Kition, Q Trio Residences, QCC2 Downtown — both on qualitygroupcyprus.com and on aggregators dom.com.cy/aparthotel.com), nor in the website's news section, nor in the press found, was a specific building-permit number, third-party institutional documentation (town-planning department, environmental review), or even a general marketing statement such as 'all permits obtained' found. Separately clarified: press mentions of city permits linked to the word 'Kition' relate to 'Kition Ocean Holdings' — an unrelated international consortium managing the Larnaca port and marina — not to the QN Kition tower of developer Quality Group; the name coincidence should not be misleading.
