Where does the figure of ~10 000 title deed refusals due to contractor violations come from, and is there data on which specific houses did not receive titles?

The Brief outlet, citing data gathered in the context of statements by Interior Minister K. Ioannou on the town-planning amnesty: before 2013 there were ~100 000 title applications in the queue; by 2013 — 65 000; by 2016 — 50 000; by 2021 — 20 000, of which 16 300 had been reviewed; of those, ~10 000 (60%) were REJECTED due to contractor violations (unauthorized alterations, non-compliance with permits, unresolved obligations).

What this actually means: This is not 10 000 'houses without titles' at a given point in time, but 10 000 REJECTED title-issuance applications within the 2021 reviewed cohort, where the stated reason for refusal is violations on the part of the developer/contractor.

  • A secondary retelling of government data by business media; the primary Department of Lands and Surveys (DLS) register is not published by name.
  • The figure relates to the cohort of applications reviewed by 2021 and does not include 'trapped buyers' on debt grounds (developer mortgages) — that is a separate category.

Is there a public registry of “titleless houses”?

NO. A public per-property registry of 'houses without titles' does not exist in Cyprus. DLS data is aggregated; named lists of problem complexes are not published either by the state or by associations.

How a buyer can check a specific property

  1. Ask the seller for the property's Registration No. and Sheet/Plan.
  2. Through a lawyer, order a Search Certificate (N.50) from the district office of the Department of Lands and Surveys — it will show: whether a separate title has been issued for the unit, developer mortgages/encumbrances (memos, mortgages), and whether the sale contract has been deposited.
  3. Check that the building has a Certificate of Final Approval and that there is no 'Certificate of Unauthorised Works' notation on the title (which makes the property effectively illiquid).
  4. For complexes that have been delivered but not yet 'titled' — check the status of the developer's application for division/separate titles with the DLS.
  5. An indirect marker for a developer: the share of projects with separate titles issued (example: D. Zavos publicly states 117 out of 130).
