The check covered the official PDF catalogs of the Cyprus Council for Registration of Building Contractors (contractorscouncil.org.cy) for all five districts (Nicosia, Limassol, Larnaca, Paphos, Famagusta) in both categories ('Οικοδομικά' and 'Τεχνικά', current July 2026 versions); the files were downloaded and converted to text via pdftotext -layout, after which a search was carried out for the strings 'PROPERTY GALLERY', 'P.L.', 'HKCY', 'NEOCLEOUS', 'AMBROSIDOU/AMVROSIDOU', 'GEORGAKIS', and 'DREAM TOWER'. No matches with the developer or its known legal entities (P.L. Property Gallery Developers & Constructors Ltd, P.L. Property Gallery Services Ltd, HKCY Hotels Ltd) were found in any district; the only match is the unrelated company 'P.L.S. BUILDERS LIMITED' (already flagged as a coincidental match). At the same time, the Dream Tower property itself was actually built not by the developer directly but by a hired general contractor: the Lebanese construction group A.R.
