Construction contractor license

The developer's own building license was not found. The check covered the official PDF catalogs of the Cyprus Council for Registration of Building Contractors (contractorscouncil.org.cy) for all five districts (Nicosia, Limassol, Larnaca, Paphos, Famagusta) in both categories ('Οικοδομικά' and 'Τεχνικά', current July 2026 versions); the files were downloaded and converted to text via pdftotext -layout, after which a search was carried out for the strings 'PROPERTY GALLERY', 'P.L.', 'HKCY', 'NEOCLEOUS', 'AMBROSIDOU/AMVROSIDOU', 'GEORGAKIS', and 'DREAM TOWER'. No matches with the developer or its known legal entities (P.L. Property Gallery Developers & Constructors Ltd, P.L. Property Gallery Services Ltd, HKCY Hotels Ltd) were found in any district; the only match is the unrelated company 'P.L.S. BUILDERS LIMITED' (already flagged as a coincidental match). At the same time, the Dream Tower property itself was actually built not by the developer directly but by a hired general contractor: the Lebanese construction group A.R. Hourie, via its Cyprus 'subsidiary' A.R. Hourie for Contracting Cyprus Ltd (HE404399, reg. 22.11.2019). On the contractor's own website (hourie.com), the Dream Tower, Limassol project (27 floors, 120 m, completed in 2024) is described in structured data with an explicit 'contractor: A.R. Hourie' and 'employer: HKCY Hotels Ltd. & CYHK Hotels Ltd.' — this is an independently disclosed, third-party-confirmed named general contractor, corresponding to the 15-point tier. For the developer's own (not joint with HKCY) projects (e.g., Signature Residences), a general contractor is not publicly named — only a structural engineer was found (ASD Sotiriou); separately worth noting is the company 'BUILDCO HOLDINGS LIMITED', which also has a project called 'Signature', but this is a different, unrelated property in Zakaki — a name-coincidence trap similar to 'P.L.S. BUILDERS'.

For real directors (10/10): Lyra Amvrosidou (as rendered in local sources) is personally shown with a photo and the title 'Managing Director, CEO' / 'Director General' on the developer's own website, and she also gives numerous named interviews to the business press (CBN Cyprus); this matches the registry data (director of HE238333). Panayiotis Georgakis is named as director/chairman in the registry and on LinkedIn, but is not presented personally on the company's own website as prominently as Amvrosidou — nevertheless, the presence of at least one real, publicly presented director satisfies the top tier of the criterion. For structure explanation (5/10): the only public explanation of the link with HKCY Hotels Ltd is a 2018 Cyprus Mail press release (preserved via the Wayback Machine) that called Dream Tower a 'developmental consortium between Property Gallery Holdings Ltd and HKCY Hotels Ltd' — the fact of the partnership itself is disclosed, but the reason for a separate legal structure specifically (as opposed to the developer's wholly own projects) is not explained; moreover, the developer's current website does not mention Dream Tower among its projects at all.
